Complete Enrollment: Register through the BHIC portal to lock in the program rate and schedule.
Commitment: This step signals the beginning of the proactive "charge dismissal" track.

Skill Acquisition and Active Participation
This is the "work" phase. Rather than just "doing time," the CBI process focuses on cognitive restructuring—changing how a client thinks to change how they act.
